I recall in the Q&A they said they want to give a bit of everything, basically if you want to grind you won't get that far away than someone who will do quests, this way you can focus on what you like to do the most or do a bit of everything.
I think also that's because some classes are better than others in grinding so they want to give more ways to exp.
They also said clearly that you only have to focus on the main storyline, so you have to do that in order to unlock the main features.
